But this-suggestion is based on thesupposition that the general catalog represents a contract between the students and the state, theyadded. This might imply the listed programs and services are guaranteed to the students in such a way that the "appropriate academicatmosphere" mentioned in the policy is preserved, they said. Beletz and Reynolds suggested the answer to that problem maybe found in the university's general admissions policy which states "an agreement of mutualresponsibility" exists between the students and the university. "The problem is finding written-down rules," Reynolds said in her office last week. Beletz and Reynoldsare not waiting for the legal issues to present themselves. Matthew Coco, assistant attorney general for Western said Thursday no one has brought a case against the university as amatter of official record and declined further comment until such action is brought. "Right now, it's still a political question, not a legal issue," Beletz added.
What constitutes injury must also be determined before cases can bebuilt. "We cannot sue untilwe are injured," Beletz said. Beletz said he does not believe students could prove sufficient harm to build acase at this time because budget cuts have not directly affected the students yet.
